A Study on the Public-Private Partnership Reform in Social Services -Towards a Public-Private Mix Model For Reinforcing Public Accountability-

Abstract
This article agrees with the utility of the social investment strategy through reinforcing social services. The core direction for the strategy is to establish the universal system for essential social services and to guarantee substantial public responsibility for it. So the purpose of the article is to discuss policy options and implemental strategies for constructing the delivery system that is able to supply universal social services. To establish the universal social service system, it is indispensable for increasing social service provisions per se. It not necessary, however, that the public sector should take the primary role in the provision of social services. Rather, based on public accountability in the area of social services, we have to discuss about redefining the roles and partnership between the public and private sector. To do so, the article reviews theoretical backgrounds on public-private mix, analyses the current picture of public-private mix in social services of Korea, and makes case studies on Sweden, Germany and the US. In so doing, the article explores the potential routes for the social service delivery reform in Korea.
